Based on my experience in a years, Every Windows need Java and Networkframe software. Both of software are free, and you can download into Microsoft and java site. This software will installed automatically in Windows 8 or Wincows 8.1, 32 or 64 bit. But, some times there is programe need newer version. In this case, you can download automatically by activating Open action Center - Windows update.

By connecting to the internet, The newest Netframework will be installed automatic. And, it needs about 10 minute, depending your internet connection.
